Overview
The requirements for certification as officers in charge of a navigational watch, chief mate and master are set out in Chapter II of the International Maritime Organization’s (IMO) International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW Convention), as amended (Manila Amendments) and corresponding sections of the STCW Code.
Candidates for the above certificates must complete approved education and training and meet the standards of competence specified in the STCW Code.
Within such programmes, evidence of candidates’ competence in the safe use of shipboard navigational aids and equipment must be obtained from approved simulator training. The MNTB believes that this is best undertaken in conjunction with complementary training in navigation, human element, leadership and management, and the principles to be observed in keeping a safe navigational watch. The purpose of this document is to give guidance to those designing and delivering training programmes as to how this can be achieved.
The MCA has agreed that the guidelines in Sections One, Two and Three of this document will meet the standards in the Convention where simulators are used for demonstrating and assessing competence in the function of navigation at operational and management levels, including mandatory radar, automatic radar plotting aids (ARPA), electronic chart display and information systems (ECDIS), automatic identification systems (AIS) training. (Ship handling and manoeuvring at operational and management levels and search and rescue at operational level are not covered by these guidelines[1]).
Section Four covers mandatory training for holders of Boatmasters’ Licences requiring radar endorsement, and additional training for other seafarers serving in ships of limited size requiring familiarisation or updating/refresher training in the use of radar and other electronic navigation systems.
Section Five provides a copy of the IMO performance standards for the use of simulators for training and assessment.
