Vessels sailing under the Qatar Country Flag are required to have on board this flag as part of flag state requirements that derive from maritime regulations in the International Code of Signals and the International Safety Management (ISM) Code. These codes are published by the International Maritime Organization (IMO) as an ongoing effort to reinforce maritime safety procedures and communications to the international maritime community. Fleet management companies and ship owners are responsible to ensure that each vessel in their respective fleets have the appropriate flag signage onboard to be in compliance. This flag is used to identify the flag state a vessel is sailing under and to communicate with other vessels under the provisions of the International Code of Signals.
The Qatar Country Flag is represented by a solid maroon background covering about 2/3 of the flag toward the fly, or right side. The hoist, or left side is defined by a solid white color which encompasses about 1/3 of the total flag, but includes nine serrated edges that interrupt the entire width of the maroon base. The Qatar Country Flag is designated to have an unusual proportional ratio of 11:28, height to length, respectively. It was formally adopted as the national symbol in 1971, as Qatar won it's independence from Britain. The Flag has undergone changes with time, having initially been an entirely red background with no design. It was changed to include a white stripe, then altered to become maroon with the defining jagged edge during the mid 20th Century. The current design was finalized in 1949. It is thought the maroon color may be a result of weathering as it acted upon dyes that produce the initial red coloring, however it is possible it was simply to distinguish the flag from similar ones in the region.
