Vessels sailing under the Romania Country Flag are required to have on board this flag as part of flag state requirements that derive from maritime regulations in the International Code of Signals and the International Safety Management (ISM) Code. These codes are published by the International Maritime Organization (IMO) as an ongoing effort to reinforce maritime safety procedures and communications to the international maritime community. Fleet management companies and ship owners are responsible to ensure that each vessel in their respective fleets have the appropriate flag signage onboard to be in compliance. This flag is used to identify the flag state a vessel is sailing under and to communicate with other vessels under the provisions of the International Code of Signals.


The Romania Country Flag is represented as three vertical stripes of blue, yellow and red from hoist, or left to fly, or right. The stripes represent the two principalities, Walachia and Maldova that united to form the country of Romania. The union was finalized in 1859, when colors from each Principalitie's Coat Of Arms were used to form a united flag. This version of the Romania Country Flag was officially adopted in 1989, when the Romanian Coat Of Arms was removed. The Flag is designated to hold a proportional ratio of 2:3, height to length, respectively. Like Romania, three other nations use a similar design and color scheme for their national flags. Chad, Andorra and Moldova have all adopted flags that resemble the Romania Country Flag, Chad's flag being nearly indistinguishable. Moldova hoists a national flag that is similar but boasts the national Coat Of Arms as an additional emblem, as did Romania previous to the modern version. The Flag originally used horizontal stripes, but was subsequently altered to vertical stripes in 1867 to conform with French flag design.
