Vessels sailing under the US Virgin Islands Country Flag are required to have on board this flag as part of flag state requirements that derive from maritime regulations in the International Code of Signals and the International Safety Management (ISM) Code. These codes are published by the International Maritime Organization (IMO) as an ongoing effort to reinforce maritime safety procedures and communications to the international maritime community. Fleet management companies and ship owners are responsible to ensure that each vessel in their respective fleets have the appropriate flag signage onboard to be in compliance. This flag is used to identify the flag state a vessel is sailing under and to communicate with other vessels under the provisions of the International Code of Signals.
The US Virgin Islands Country Flag is represented by an yellow eagle holding an olive branch in one talon and three sky blue arrows in the other. A shield with a navy blue top and red and white vertical stripes lays in front of the eagle and the sky blue letters V and I stand on either side. The V and I stand for Virgin Islands and the three arrows represent the three islands that make up the country, St. Thomas, St. John and St. Croix. The colors are representative of the island characteristics, including yellow depicting the flowering plants there, blue representing the sky and water, green the vegetation, white the clouds and red denoting the concept of love. The flag was adopted in 1921.
